Systems Procurement
Systems Procurement Management on behalf of clients is a business
area that has emerged from our IT Strategy and Business Analysis
activities. Our systems procurement activity uniquely brings together
key stakeholders into a unified process to solicit external organisations,
with the overall goal of selecting a desired system solution.
The service encompasses the following core activities:
Procurement Strategy for a system is established with the client,
based on outputs from the IT Strategy & Business Analysis activities,
coupled with a product and market analysis of the application
area.
Procurement Planning involves establishing the procurement policy
of the client organisation, the procurement approach (whether
open, restricted or negotiated tendering procedure), and the solicitation
steps required to establish a pre-qualified group of vendors.

Preparation of procurement documents is undertaken in partnership
with the client and is facilitated by a library of standard templates
developed from previous procurement assignments. Key documents
in public European Community-wide procurements are:
- PIN - Procurement Information Notices
- CFC - Call for Competition
- RFI - Request for Information
- RFP - Request for Proposal
All aspects of a client's requirements are addressed in this
process: functional, legal, product capabilities, vendor history
and track record, implementation experience and customer references.

The evaluation of vendor bids is facilitated by evaluation criteria
agreed with the client, and based on a methodology approach devised
by a number of our key consultants. The process also involves
focussed interviews of vendors and visits to appropriate customer
references to achieve an overall understanding of the vendor's
key capabilities.

This process facilitates an impartial selection of the preferred
candidate and provides the client management team with transparent
information to aid final system selection and contract award.
Our consultants are often invited to participate in the contract
development and negotiation on behalf of the client, particularly
to avail of the consultant's specific technical knowledge or advice
on project execution strategy. As with all our service offerings,
we are flexible in our approach to the project in hand, we understand
that you may only require assistance with certain aspects of a
procurement assignment and we are happy to provide just what you
