Flood maps can provide useful information for the purpose of land-use zoning, development control, planning of infrastructure, identification of properties at risk, flood warning and raise the general awareness amongst the public of the risk to property and possibly life.
The Office of Public Works (OPW) awarded ESBI Computing a large contract to supply a complete Flood Hazard Mapping GIS and data management solution. The system was to include:
- Diverse levels of access via public Internet, Extranet and Intranet
- Editing and data upload through data administration system
The project involved managing a diverse range of stakeholders and stakeholder interests.
The project was divided into three major parts:
1. System design & development
- Design and development of the Web GIS
- Design and development of an Oracle RDBMS, which stores all attribute and spatial data
- Implementation and Integration
- Support for public launch
- Training on system and data administration
2. Data collection:
- Sourcing all flood related data throughout Ireland from a large range of stakeholders
- Data digitisation, integration, verification & validation
3. System maintenance
- Maintenance of the hosted web site
- Helpdesk service to support administrators
The system has been developed with the following: Oracle Spatial, MapXtreme 2004, .NET, Windows Server 2003 load balanced servers, N-Tier architecture.
